
I. EXECUTIVE ORDER FRAMEWORK
The 2025 Executive Order allows faith-based and community partners to compete for public funds, partner with agencies, support crime prevention and reentry efforts, receive training, and operate free from religious discrimination while preserving religious liberty.
II. DISTINCT ROLES IN THE PARTNERSHIP
1. HARP OF DAVID POLICE CHAPL AINS – FIELD SUPPORT
Provide faith-based public safety support, crisis and trauma care, victim and family support, reentry and restorative services, and community violence interruption, without claiming law enforcement status.
2. PUBLICS AFETY.ORG – TRAINING & COORDINATION HUB
Offers training, grant-readiness, education on ethics and de-escalation, outcome reporting, and acts as a national clearinghouse for faith–public safety best practices, without any enforcement authority.
3. HARVEST CHRISTIAN UNIVERSITY – ACADEMIC & CREDENTIALING
Provides certificates and degrees in chaplaincy and faith-based public safety, validates curricula, and supports research and policy, while remaining academically independent from chaplain field operations.
III. JOINT EO-COMPLIANT INITIATIVES
Faith-based public safety capacity programs are led by PublicSafety.org, credentialed by Harvest Christian University, and implemented by Harp of David Chaplains to meet grant and EO requirements. Crime prevention and reentry projects combine chaplain field work, documentation by PublicSafety.org, and evaluation by the university. Religious liberty and public safety trainings equip chaplains, agencies, and faith partners on protections, accommodations, and constitutional boundaries.
IV. GOVERNMENT INTERFACE & COMPLIANCE
The partnership may interact with federal faith offices through liaisons, consultations, and sharing models and metrics, without implying federal endorsement or special status. Roles stay clearly separated, law enforcement authority is not blended with religious work, programs are voluntary and non-coercive, and all activities remain measurable and compliant with the 2025 Executive Order’s intent.
