PROGRAM OVERVIEW
The Harp of David Police Chaplaincy Program is a dual discipline course integrating professional public
peace enforcement education with ecclesiastical chaplaincy formation. It prepares candidates to serve both
as peace officers of moral conscience and chaplains of ethical strength within public safety institutions,
correctional systems, and community agencies.
The program is designed to align with national peace officer certification frameworks, police academy
standards, and interdenominational chaplaincy endorsements recognized across the United States.

While The Harp of David Police Chaplains are not part of any law enforcement agency, U.S. federal law recognizes volunteer chaplain services in safety‐related environments under certain conditions. For example:

The Harp of David Police Chaplaincy Program embodies the conviction that law without conscience is
tyranny, and faith without discipline is frailty. It prepares men and women to serve as the moral and
emotional bridge between the law’s rigor and the heart’s need for mercy.

The Harp of David Police Chaplaincy is a faith based, interdenominational ministry providing spiritual, emotional, and ethical support to members of law enforcement, their families, and the communities they serve. Rooted in the Christian tradition and modeled upon the Methodist Episcopal heritage of service, the Chaplaincy unites clergy and trained volunteers who bring the healing presence of faith into the demanding world of public safety. Its mission is to stand beside officers in times of duty, danger, and distress; to counsel families through grief, trauma, and crisis; and to promote compassion, integrity, and moral courage within every precinct and patrol. The program operates under the guiding symbol of the Harp and Shield, representing the harmony of faith and justice, and affirms that peace is preserved not only by law, but by the character of those who uphold it. Chaplains are ordained or endorsed ministers who receive professional instruction in crisis intervention, critical incident response, suicide prevention, and interagency coordination. Working in cooperation with law-enforcement agencies, they provide pastoral care, lead memorial services, assist in notifications, and strengthen ethical awareness among officers and recruits. The Chaplaincy functions as both a religious and public benefit organization, and under IRS §508(c)(1)(A). It maintains strict neutrality in political and judicial matters, while affirming the constitutional freedom of religion and the moral dignity of every human being. Through training seminars, community outreach, and partnerships with police departments, the Harp of David Police Chaplaincy seeks to restore trust, nurture compassion, and uphold the sanctity of human life. Our motto, “Serving Those Who Serve,” reflects a sacred commitment: to bring faith where there is fear, hope where there is hardship, and light where the line of duty grows dark.

GENERAL ORDERS
STANDING STATEMENTS ON FAITH-BASED PARTNERSHIP, PROTECTION, AND AUTHORITY
GENERAL ORDER 1 – ECCLESIASTICAL AUTHORITY AND DEPARTMENT STATUS
1.1 The Harp of David Church Police Chaplaincy Department is an ecclesiastical department of Harp of David Church.
1.2 The Department functions under church authority and religious governance and is established for faith-based community safety, pastoral care, and public service.
1.3 The Department is not a law enforcement agency and does not possess police powers.
1.4 Authority exercised by the Department is derived solely from church appointment, chaplain commissioning, and ecclesiastical governance.
GENERAL ORDER 2 – RELATIONSHIP TO THE WHITE HOUSE FAITH OFFICE
2.1 The Harp of David Church Police Chaplaincy Department may engage with the White House Faith Office consistent with federal law.
2.2 Engagement with the White House Faith Office is consultative, facilitative, and non-supervisory.
2.3 Such engagement does not establish federal employment, agency oversight, or delegated governmental authority.
2.4 The Department retains full independence in doctrine, governance, and operations.
GENERAL ORDER 3 – DEFINITION OF PARTNERSHIP
3.1 Partnership is defined as cooperative engagement for community benefit, including consultation, coordination, capacity development, and equal access to lawful opportunities.
3.2 Partnerships shall not confer command authority, operational control, or doctrinal influence.
3.3 All partnerships are purpose-limited and respect ecclesiastical independence.
GENERAL ORDER 4 – PROTECTION OF RELIGIOUS LIBERTY
4.1 The Department affirms the constitutional guarantee of religious liberty under the First Amendment.
4.2 No partnership or program participation shall require alteration of religious beliefs, doctrine, or chaplain identity.
4.3 Chaplains shall be free to exercise religion consistent with law while performing authorized duties.
GENERAL ORDER 5 – ECCLESIASTICAL INDEPENDENCE
5.1 Harp of David Church retains exclusive authority over chaplain appointment, training standards, discipline, doctrine, and practice.
5.2 No external entity may interfere with ecclesiastical governance.
GENERAL ORDER 6 – STATUS AND IDENTIFICATION OF CHAPLAINS
6.1 Chaplains of the Department are faith-based officers and ministry representatives.
6.2 Chaplains shall not represent themselves as sworn law enforcement officers, government agents, or investigators.
6.3 Approved identification statement: “I am a Church Police Chaplain with Harp of David Church, providing faith-based support and community safety services.”
GENERAL ORDER 7 – SCOPE OF AUTHORIZED SERVICES
7.1 Chaplains are authorized to provide crisis response and pastoral care, victim, family, and community support, conflict de-escalation, spiritual counseling upon consent, and referral to appropriate services.
7.2 Services are voluntary and non-coercive.
7.3 Chaplains shall operate within the bounds of consent and invitation.
GENERAL ORDER 8 – COMMUNITY SAFETY PARTNERSHIPS
8.1 The Department may coordinate with public safety agencies, nonprofits, and community organizations.
8.2 Such coordination does not confer police authority, create command relationships, or alter ecclesiastical mission.
8.3 The Department remains an independent faith-based entity in all partnerships.
GENERAL ORDER 9 – FUNDING AND PROGRAM PARTICIPATION
9.1 The Department may participate in grants and programs consistent with mission and law.
9.2 Funding does not grant authority over governance, doctrine, leadership, or chaplain practices.
9.3 Funds shall be used solely for approved program purposes.
GENERAL ORDER 10 – FAITH LIAISONS AND GOVERNMENT INTERACTION
10.1 Government faith liaisons serve as access points for communication and coordination.
10.2 No liaison may direct or supervise Department operations.
10.3 Communications shall preserve ecclesiastical authority and independence.
GENERAL ORDER 11 – MISREPRESENTATION AND COMPLIANCE
11.1 Misrepresentation of authority is prohibited.
11.2 Chaplains shall clearly distinguish their faith-based role from law enforcement.
11.3 Violations may result in ecclesiastical discipline or removal from service.
GENERAL ORDER 12 – CONSTITUTIONAL AND LEGAL LIMITS
12.1 These General Orders do not create enforceable legal rights or government obligations.
12.2 These Orders shall be interpreted consistent with the U.S. Constitution, applicable federal and state law, and the ecclesiastical governance of Harp of David Church.
ADOPTION & SEAL STATEMENT
These General Orders are hereby adopted as the official Standing Statements of the Harp of David Church Police Chaplaincy Department and remain in force until amended by ecclesiastical authority.
