THE HARP OF DAVID POLICE CHAPLAINCY

The Harp of David Police Chaplains

Harvest Christian University

How It Applies to HCU Chaplains

For The Harp of David Police Chaplains at Harvest Christian University:

  • The chaplains are licensed and commissioned through the International Association of Licensed Commissioned Chaplains (IALCC) at HCU.
  • They serve law enforcement communities and first responders in a pastoral capacity without being department employees.
  • Using the title “police chaplain” is accurate in describing their role of ministry to police and first responders, not their legal authority or employment status.

THE HARP OF DAVID POLICE CHAPLAINCY PROGRAM

Jointly Conducted by:

The United International Police University (UNIPOL)

And The Harvest Christian University (HCU)

Diploma in Police Chaplaincy and Applied Public Peace Enforcement Ministry

 PROGRAM OVERVIEW

The Harp of David Police Chaplaincy Program is a dual discipline course integrating professional public

peace enforcement education with ecclesiastical chaplaincy formation. It prepares candidates to serve both

as peace officers of moral conscience and chaplains of ethical strength within public safety institutions,

correctional systems, and community agencies.

The program is designed to align with national peace officer certification frameworks, police academy

standards, and interdenominational chaplaincy endorsements recognized across the United States.

THE HARP OF DAVID POLICE CHAPLAINCY

Legal and Constitutional

Legal and Constitutional Context

While The Harp of David Police Chaplains are not part of any law enforcement agency, U.S. federal law recognizes volunteer chaplain services in safety‐related environments under certain conditions. For example:

  • 2 U.S. Code § 1912 allows acceptance of unpaid chaplain services for entities like the Capitol Police under specified conditions, protecting chaplains’ rights to provide spiritual care without compulsory rites or ceremonies that conflict with conscience.

Chaplains serving in pastoral or volunteer capacities are also protected under foundational constitutional guarantees, including:

  • U.S. Constitution, First Amendment: Protects free exercise of religion and freedom of speech, which underpin the right of chaplains to serve in faith‑based ministries and pastoral care without governmental restriction.

These legal frameworks support the voluntary, civilian role of chaplains in community, emergency, or pastoral settings, preserving both religious freedom and the dignity of service.

Engagement Outside Police Departments

Chaplains operate collaboratively with public safety communities through invitations, memoranda of understanding, or community outreach programs. Their engagement may include:

  • Chaplaincy support at community events
  • Pastoral presence at memorials or public crises
  • Emotional support and resilience seminars
  • Individual pastoral counseling

    Key Safeguards to Maintain Clarity

                              To prevent misunderstanding:

  • All references should clarify their independent status, e.g., “Police Chaplain – Licensed and Commissioned by Harvest Christian University.”
  • In any public or official listing, add:
“This chaplain serves law enforcement and first responders in a pastoral, academic

The Harp of David Police Chaplains Prayer

PHILOSOPHY AND MISSION STATEMENT

“To unite the sword of justice with the harp of mercy, to form

guardians of peace who serve with both courage and compassion.

”

The Harp of David Police Chaplaincy Program embodies the conviction that law without conscience is

tyranny, and faith without discipline is frailty. It prepares men and women to serve as the moral and

emotional bridge between the law’s rigor and the heart’s need for mercy.

A Prayer for All Who Serve and Protect the Community

Eternal God, Source of all life, Breath of creation,

Light before the dawn and hope beyond the night,

We come before You with humble hearts and lifted

spirits, Acknowledging Your presence in every

place where courage is required, And Your mercy

in every moment where sacrifice is made.

We give thanks for all who are called to serve and

protect the community, For police officers who

stand watch when others sleep, For first

responders who run toward danger while others

flee, For firefighters who enter flame and smoke to

rescue life, For paramedics and emergency

medical workers whose hands bring healing in

moments of crisis, For dispatchers whose calm

voices guide salvation through chaos, For

correctional officers, search and rescue teams,

emergency volunteers, For Peace officer which

bring peace in mind and heart, And for all unseen

workers whose vigilance preserves peace and

safety.

Lord of Justice and Compassion, You see the

burdens they carry, The weight of responsibility,

The strain of constant readiness, The quiet toll of

witnessing pain, loss, and human suffering.

You know the fear they set aside, The fatigue they

endure, The moral courage demanded of them

when decisions must be made in an instant.

Grant them wisdom beyond training, Discernment

beyond policy, And strength beyond human limits.

May their actions be guided by fairness, restraint,

and respect for the dignity of every person.

Let justice be tempered with mercy, Authority

balanced with humility, And power exercised with

compassion.

O God of Peace, Place Your shield around them as

they serve, Protect their bodies from harm, Guard

their minds from despair, And preserve their

hearts from hardness or bitterness. When they face

hostility, grant patience. When they encounter

violence, grant resolve without hatred.

When they experience loss, grant comfort.

When they feel alone, remind them they are never

abandoned.

Bless their families and loved ones, Who share

silently in the cost of service, Those who wait

anxiously for safe returns, Who carry worry into

the night, Who bear the strain of interrupted lives

and uncertain tomorrows.

Grant these families peace, resilience, and deep

assurance that their sacrifices are seen and

honored.

Lord of Healing, Tend to the invisible wounds, The

trauma carried in memory, The grief held behind

professionalism, The exhaustion of long shifts and

heavy hearts.

Bring rest where there is weariness, Hope where

there is discouragement, And renewal where the

spirit feels depleted.

May communities grow in understanding and

gratitude, Learning to see not uniforms alone, but

human beings beneath them, People created in

Your image, Imperfect yet striving, Called not to be

flawless, but faithful.

Teach us all to work together for the common

good, To reject division, To seek reconciliation,

And to build trust where it has been broken.

God of All Nations and Peoples, Let those who

serve be instruments of Your peace, Standing

against injustice, Protecting the vulnerable,

Upholding truth, And defending life.

May their service reflect Your call to love neighbor

and stranger alike, To act with courage rooted in

love, And to serve not for recognition, but for the

good of all.

When their work is finished for the day, Grant

them safe return home, Quiet rest, And the deep

knowing that their labor is meaningful.

When their service becomes difficult or thankless,

Remind them that You see every act of faithfulness,

Every moment of restraint, Every life preserved,

Every tragedy faced with integrity.

And in times of great trial, When darkness feels

overwhelming, When loss shakes confidence, When

the cost of service feels too high, Be their refuge

and strength, A present help in trouble, A light no

darkness can overcome.

We place all who serve and protect into Your loving care, Trusting not in human strength alone, But

in Your abiding presence, Your unending grace, And Your promise to walk with us through every

valley. May Your peace, which surpasses all understanding, Guard their hearts and minds, Today

The Harp of David Police Chaplaincy is a faith based, interdenominational ministry providing spiritual, emotional, and ethical support to members of law enforcement, their families, and the communities they serve. Rooted in the Christian tradition and modeled upon the Methodist Episcopal heritage of service, the Chaplaincy unites clergy and trained volunteers who bring the healing presence of faith into the demanding world of public safety. Its mission is to stand beside officers in times of duty, danger, and distress; to counsel families through grief, trauma, and crisis; and to promote compassion, integrity, and moral courage within every precinct and patrol. The program operates under the guiding symbol of the Harp and Shield, representing the harmony of faith and justice, and affirms that peace is preserved not only by law, but by the character of those who uphold it. Chaplains are ordained or endorsed ministers who receive professional instruction in crisis intervention, critical incident response, suicide prevention, and interagency coordination. Working in cooperation with law-enforcement agencies, they provide pastoral care, lead memorial services, assist in notifications, and strengthen ethical awareness among officers and recruits. The Chaplaincy functions as both a religious and public benefit organization, and under IRS §508(c)(1)(A). It maintains strict neutrality in political and judicial matters, while affirming the constitutional freedom of religion and the moral dignity of every human being. Through training seminars, community outreach, and partnerships with police departments, the Harp of David Police Chaplaincy seeks to restore trust, nurture compassion, and uphold the sanctity of human life. Our motto, “Serving Those Who Serve,” reflects a sacred commitment: to bring faith where there is fear, hope where there is hardship, and light where the line of duty grows dark.
